ABOUT HORIZONS

Douglas Education Service District (ESD) responded to an immediate need to provide educational opportunities for students (grades 6-12) in the Douglas County Foster Care System. In partnership with Roseburg School District, the Department of Human Services (DHS) and the Juvenile Department, the Horizons program was created in 2020.

DESIGNED for students who are living under the care of the Department of Human Services (DHS) in Foster Group Homes that are certified as Behavior Rehabilitation Services (BRS).

PROVIDES students with social, emotional and educational supports.

IMPROVES enrollment and positively impacts individual students throughout their learning experiences.
