Jackson County EI/ECSE Program

The Early Intervention (EI) Program provides services to children with disabilities from birth up to three years of age throughout Jackson County.  The Early Childhood Special Education (ECSE) Program provides services to children with disabilities from age three to kindergarten throughout Jackson County.

Both EI and ECSE programs (EI/ECSE) are administered through Douglas County Education Services District (ESD).  The ESD employs teachers, speech therapists, occupational therapists, physical therapists and integration specialists to provide a full range of services to these children.  ESD staff work closely with the following agencies in providing these services: Southern Oregon Regional Program, physicians, preschools, Southern Oregon Head Start, Early Head Start, Family Nurturing Center, Jackson County Mental Health, Cacoon, Jackson County Developmental Disability Services, local school districts, Oregon Child Development Coalition, Southern Oregon Early Learning Services (early learning hub), and others.

All educational services are free to eligible children and their families.

Seeking Substitute Instructional Assistants


  • Must be at least 18 years of age
  • High School diploma, or equivalent
  • Highly Qualified Status, preferred but not required for substituting. HG Status = a minimum of 72 college credit hours or passing scores from a college placement test.
  • Meet the requirement of finger-print-based criminal history record verification
  • Ability to lift up to 50 pound


Pay rate is $13.05 per hour for the 2016-2017school year.
